Heating Sealed System Help

I have a sealed heating system, the radiators upstairs were not getting hot so i bled them all, the pressure on the guage at the boiler now reads 0...when i open the valve at the cylinder to refill the system the gauge doesn't rise...

Is the filling loop connected? There should be a valve at each end of this so you need to open two, and it should, technically, be kept disconnected when not in use.
