HELP BAXI 105e no hot water or heat in radiators

This might be hard to explain but here goes
Our Baxi combi boiler is 5 year old and when it was fitted we had an extension done too with new radiators..Since then our system has never been right.At the moment ALL our radiators are luke warm..We have tried to balance them and bled them etc etc..My husband has flushed some of them out but nothing has worked.We need the fire on in the living room it's that cold.Our heating is on constant but i don't know why i think we are wasting money.
Now we only have luke warm running water there's no hot at all..I am boiling a kettle to wash dishes which is ridiculous.Is the problem the boiler or the radiators or both.Any ideas..reading on here sounds like the heat exchanger for the water.BG want £600 or more to flush the whole system and then they said it might not work.The boiler feels cold is this normal?

diverter valve in the boiler is not moving.
So no heat for hot water and no heat for central heating.

A bit premature methinks.The div valve only moves in hot water mode(apart from the pump proving switch.A bit more of a look would narrow the fault down.
