It's an overflow pipe ,it is supposed to go externally ,partly so the escaping water can't do any damage, mostly to alert you that water is being lost and unnecessarily wasted. If I remember correctly there is a regulation to this affect. I can assure you it is a total ,and unnecessary bodge.
 
But making that joint must have been harder work than running the pipe through the wall to the ouside!!!

Hardly. Hole in waste pipe, stick overflow bend in, silicone it up, bish bash bosh, two minute job.
