Help - New radiator fitted but is cold

Had a radiator fited in place of a heated towel rail in bathroom but it is not working. It is full of water but it is not hot. All other rads on the system get hot. There is no TRV and both valves are open. All radiators have been beld and pressure is a correct setting on central heating boiler. Can anyone help me?

Is the rad plumbed on the hot water circuit by any chance

No its not. Its just replaced the towel rail that was already there which was always on when heating on and not affected by the hot water.

Double check valves are fully open, they can often appear open when in fact they are broken/shut.

Otherwise could be air lock of sludge moved around system.

Try turning everything off apart from that rad and see if it pushes air lock out.
