Help! OVerflow pipes coming out of your bricks...

sorry for the lack of technical details here as not really sure what these things are called.

two plastic pipes come out through the bricks in my house. one near the roof, and one halfway down above kitchen window.

I know that the one at the top near roof goes into the loft and is kind of a release from the feed and expansion tanks (no longer used now as have a combi boiler).

What exactly is the one half way down though?
In the last week or so it was started to get a regular drip and occasional flow of water so that there's now a puddle out the back on the patio.

Anyone able to tell me what is causing this?

Not sure if its linked to the toilet cistern as that has been playing up a bit when refilling.

mmm, have had a look in the toilet and does seem to be right at the level where the overflow pipe is. not sure how to correct it though so it doesnt fill as much. useless when it comes to water situations!!
 
can anyone help with this.

from the looks of it the stop cock is not stopping the water from refilling at a low enough level. I am left with a continuous trickle of water coming into the toilet and its simply going straight down the overflow pipe in that trickle.

any tips on how to sort this out as have no idea what to do to correct it.
 
from your obvious lack of knowledge, including not realising it was coming from the toilet which is on the opposite side of the wall, id say call a plumber.
