HELP! Paint peeling from ceiling!!!

Need advice!!!

I am currently decorating a bedroom and shortly after painting the ceiling, it starts to bubble and peel off in circles all over for no apparent reason.

I have since removed all the paint again, back to the plaster and used sugar soap and washed it all.

I then painted it again, but it began to peel again this morning. I am at my wits end!

The first tin of paint I used was WICKES ceiling paint and I have since used DULUX. I would get the ceiling skimmed but it seems a shame as the ceiling does not need doing.

Any advice anyone?

It's not affected by damp is it?

has it being sealed with pva by any chance?
paint does not go over pva so well.will come away like dry skin.
