Help! Recommendations needed for leak in garage floor

I have inherited a 1930's prefab garage with asbestos roof. After heavy rain, water Is coming in from the floor on one side. it doesn't help that the neighbours garage has no guttering so all rainwater comes off their roof down into the gap between theirs and my garage and is clearly causing very damp conditions on one side of my garage. It Appears previous owner has painted the bottom edge of the garage. ( both inside and out ) with a black substance that obviously is no longer working. I can't afford a new garage , can anyone recommend any waterproofing product to seal this up again ?

No magic cure, your neighbours need a gutter first or your work will be pointless.
