Help with long overdue repairs

Hi

Looking for some advice as to best way to repair the bottom of an outside wall and a window cill. It’s a former doorway which was blocked up a few decades ago. It was skimmed over as can be seen in photos. The damage was caused by a gap in the guttering on roof which meant this was soaked every time it rained. The cill appears to a similar process of skimming over brick rather than a solid sandstone cill used elsewhere.

Do I need to use the same material to repair them and if yes what did they use, just a 5-1 sand/cement mix? Could I use Toupret Masonry repair or the Rock solid repair from Screwfix on both of these repairs?

Could do with aco drain or just cut back and gravel along edge.

Also is the render bridging damp course?
 
Don’t think I need a aco drain and couldn’t do one anyways as it’s a public pavement although you’re right as possible that the council work over the years has raised street level above old Victorian damp course. There are those damp course drill holes along part of the front of the property from previous owners. No serious damp issues inside apart from some caused foamed up air vents.

Is the render they’ve got on this that the guttering leak/rain has destroyed just sand and cement? Just want to patch both before winter hits again.

Buy a bag of render mix. Just add water.
Don't look like lime render and a bit big for boxes of toupret
