Help with planning for hair salon

Hi will try and put as much info as possible on here.

I want to build a hair salon in my garden it will be a of 8.6m wide x 3.3m wide I know there may be height restrictions not sure what they are but this should effect anything.

I will attach a rough sketch to help, there is an existing concrete base from the existing carport which I plan on building on top of I have had builders round that have okayed this as it is only going to be single skim block then rendered roof would be rubber I will then Baton and insulate inside.

I know I may need to apply for change of use as it will be a salon, I’m not sure if I need planning for this, if I do no problem, I’m unsure if I would get building regs due to not putting a footing in, so if I did need change of use would they need to see building regs I order to get the change of use?

On the rough sketch on the right hand side where there will be a partition wall the 2.2m x 3.3 is a small garage just an fyi.

Any advice would be appreciated greatly. Thank you

 
Planning and Building Control aren't really related concepts and don't depend on each other. Planning is "what, where and how it looks", Building Control is "how it's built"

You can apply for planning without having to do anything else; draw some pictures of what you propose, and put in for planning permission. Your council may offer an advice service; they may even charge for the service (and insist you take it before you apply).
It would be a reasonable port of call to just ask them in outline what kind of permission you should ask for. Don't go into anything about footings, insulation etc - they aren't interested. You're wanting to out an extension on the side of your house to create a commercial space from which to run a hairdressing business.

They'll be more interested in eg how much increase in vehicular traffic on a quiet residential street it will cause; what kind of concrete the walls rest on would only be something they consider if it will be visible ..
 
Probably better with a proper extension that will be energy efficient and add value than a shed. Avoid anyone who says they can build anything vaguely habitable off that driveway slab. In theory it needs building regs as it's attached to the house and although unlikely you could potentially be prosecuted for up to 10 years for breaches - and if you have any local curtain twitchers they will almost certainly report you.

You may want to consider some kind of self contained "pod" as an alternative - custom built and just dropped in place - very fashionable these days.
 
I don't think that is their house.

You could build a timber garden office at that size without any planning and then just fully insulate it. Not sure on the legalities of using it for business though
 
It is not joint to the house it will be under the existing carport at the end of the garden, my thoughts is I don't need planning but I just want some confirmation in the matter, I have no issue getting planning it was just inconvenient waiting 8-10weeks for it to go through. Thank you people for your reply's so far. I am wanting to build in single skim concrete block and render. Matlob that is our house sorry is my original message was vague on the matter.
 
Have you read the similar previous threads, as listed below? In particular there is a long one from 2015.

I think it boils down to whether you need PP for change of use from “dwelling house” to “dwelling house and hair salon”. You may not, if the salon aspect is “incidental” i.e. it’s a normal thing to do with part of your home. Based on those old threads, I don’t think you’ll get consensus from the people here about what is needed.
 
Hi I think I am going to put a planning application in, do I need to state in the application about water, drainage etc? parking will be on my property so that shouldn't be an issue opening hours would be 9-5. does planning being granted fall down to what my neighbours concerns are or n individual? also would someone come out to the property or is this all decided via my paperwork?
 
Water heating? Space heating? All electric? How many cutting chairs? There's a lot to consider.
Electric water heater, solar panels are already onto of my existing carport so would go back on the new structure and could potntially power the salon, 2 cutting chairs with 2 parking spaces on a driveway. Aircon would heat and cool the salon

Firstly, someone will consider whether PP is actually needed.

Then, the main thing they'll consider is the Local Plan and other planning rules and guidance. You should look at your council's Local Plan now.

They will also consider what neighbours say, but most public comments tend to be "not planning matters".

I think you need to learn a bit more about how PP works before committing to applying. You might find it interesting to search for any vaguely similar applications in your area and see how they were handled.

You will need PP.

They will consider the visual impact of the building AND the affect customers will have on the amenity of others and the fact they'll need somewhere to park etc. There will also be increased waste disposal and deliveries etc. They will also look at schools nearby and the affect on pedestrians and such like.
