Can't say myself but I had a similar type of block in a house I was renovating it had like wood chips in the concrete and I was told they were a lightweight insulating block popular in the 70's.

No one is going to be able to 100% confirm just by looking at it. You need to send a sample off for analysis (there's plenty of companies online that do this).
A point for anyone reading this in hindsight to consider: asbestos fibres are actually <0.3 µm or so thick whilst a human hair is about 20 to 100 µm thick and the human eye can't resolve anything less than about 10 µm. In other words with the naked eye you cannot differentiate an asbestos fibre. Yet peo#ple post photot all the time of mysterious fibres........
