You got no live wires on that pic. The two taped up put them on the switch. Then it will work.

after connecting up alive and Neutral, we are up and running!

so, does this conclude that my new pcb is knackered amd therefore a new one will have my hi/lo function working again?

Yes it's knacked and yes a new one will have low speed working but only if the wires are put round the right way. As it's working why bother how often do you use the low speed.
