Doing similar search on my own IP reveals pretty inaccurate location approx 25 miles radius, hardly enough to locate an individual.
But my ISP allocates a customer account ID which I believe uniquely identifies me. Now if I have been a bit of a villain and the correct authority approaches my ISP for information they will release it and I am potentially in deep ****.

If I understand correctly you are challenging my statement "Information about an IP address can only be traced as far as the ISP that owns it". Clearly there is more information to be had but still not enough to identify and individual without querying the ISP about the Customer Account number.
