can anyone tell me the difference between a high pressure ball valve like this and one like this

They are described as part 2 and part 1 . In particular what is the function of the white switch on the part 2 type. Is it a kind of stopcock?

part 2 is called a diaphragm valve. The white thing that looks like a switch is where the water comes out. Part one is an equilibrium valve

Why would you use an equilibrium one over a diaphragm one? And what is the best one for the cold water tank?

And the Part 1 is NOT equilibrium valve. It is an original ball valve operated by a washer on the end of a shuttle.

They should no longer be used on any supply connected to a public water supply as they do not comply with regulations.

An example of an equilibrium valve is th Torbec valve. Totally different principle of operation.
