On a different topic on here I have water under my house as soon as it rains so looking at all possible reason why. We are thinking an old land drain under the house at the moment but that's just a wild guess.

How do the local council highways dept investigate the surface water drains ?

Can they put loads and loads of water from a near by fire hydrant down it to see if it runs under my house ?

Ask your water supplier if they offer a service whereby they put a harmless dye in the sewers and trace its course.
If they do they will no doubt charge you for the service but if it comes up under your property I would say you have a case for complaint and possible refund of fee.

In my experience - very poorly.

You get them out - they start coming out with all sorts of rubbish to try and pass the buck.

I have a land drain near me, I had to investigate and then prove that it was blocked.

Don't claim for anything if you can help it, it will put up your premiums.

Just get rid of the water, at source preferably.
