Hit & miss adjustable vent

Is a 9"x6" one of these ok in a living room 11'x22'x8' (1936cu') with open plan stairs okay with a baxi back boiler system (which is soon going)?
SWMBO had a major row with council contractor who came to service the gas fire after he said he would condemn and turn off gas (She then told him it was no longer council owned but that they had insisted that he should gain entry or else !).
Comments please.

I really need more info. Is this a property leased from the council?
 
Ah....now I see.

The problem with our industry is we have so many acronyms that I automatically see one and assume it must mean something "Construction" related.

Property now "private". I'm not ripping the vent out as c/h will soon be changed (for what system I don't know yet), ventilation is no prob as the kitchen door is on a permanent swing hinge (feels like it sitting here :D ) and back door is never closed, bloody vicious dog better than any lock !!! c/h only on in the evenings as well.
