Ho do I prepare this area for lawn?

OK, I dug 3 holes (you are a tough taskmaster @Munroist !)

Below are my findings:

A layer of clay and rocks; then soil. It looks like top soil as its dark. I didnt see any worms. The water didnt drain away! :(

I lost patience after 10 minutes of pulling at weeds, so dumped a load of weedkiller on it.

Tomorrow Im going to start moving all the surface debris to my new 'rockery' (ie: dumping ground becuase Im too tight to get a skip). Then Ill wait for the weedkiller to take effect and turnover the soil and remove all the subsurface debris as best I can.

My neighbour (whos a farmer) has a very small patch of lawn. He said that ground was tarmac chippings (he was denied permission to have a parking bay) so put a bit of soil down and sowed agricultural grass on it. He said over time the grass made its own earth. Agricultural grass is a lot hardier than normal lawn grass.
