Hole drilled in wall

I've recently moved into a new house and the previous owner has drilled a hole all the way through the wall to outside for a free view point. I'd like to fill it because I don't like the idea that water might get in, etc. Winter nasties!

What is the best way to fill it and with what?

pump in a sand cement mix or silicone.

I'm guessing its quite a small hole...

Mortar into the outside of the hole, sandable filler on the inside.
