When holesawing thick-ish steel, I usually make an initial ring with the holesaw (maybe 1mm deep) then drill several small holes within the ring. This gives the swarf somewhere to go allowing for a faster cut.
Use a relativity slow speed and a lubricant such as Rocol RTD
