i have photos on my computor and wish to view them on my panasonic tv iam told homeplugs will do this as i know nothing about homeplugs where do i place them at computor and tv do i need any other cables
HomePlugs use your house mains wiring as a substitute for network Ethernet cable. So if you are trying to connect two devices that would work together with a standard network Ethernet cable then you could probably use a set of HomePlugs as an alternative.
At the computer end...
Connect an Ethernet cable from your router to the HomePlug. Plug the HomePlug in to a mains socket.
At the TV end...
Connect an Ethernet cable from your TV to the HomePlug. Plug the HomePlug in to a mains socket.
You now have a network connection from our computer, via the router, via the Home Plugs to the TV
Make whatever adjustments are necessary on the TV and computer to establish TV access to the correct folders on the computer. That should be all you need.
HomePlugs come in different speeds 85Mbps and 200Mbps. Faster is more expensive.
The speeds are theoretical maximums. By the time all of the data overheads and network security and error correction is taken in to account then the real transfer rates are somewhat lower. Room-to-room on the same floor then an average set might achieve 20%-30% of the maximum. Between two floors you might get 10%-15%. This is nowhere near as fast as a cable (70mbps) but still on par or better than you might get with wireless.
As with all things some manufacturer make good product, others cut corners for price. This also affects the true transmission speeds. Check out reviews before investing. Bilion comes out well, but do your own checking.
Funny, last I checked 100mbps was 100mbps with 100BASE-TX. Even with the overhead of certain protocols, you don't get much less than that. Certainly nothing as low as 70mbps.

Although and are made I am not sure how well they will work over a wireless system.
My Panasonic TX-26LMD70 does not have a LAN built into TV so it would need more than just a LAN connection. There may be other methods of sending video over a LAN including the HDMI connection but I use my Laptop connected direct to TV and send/demand pictures from LAN hard drive to laptop using wireless but I think you will find you need more than just a LAN connection.
