Honeywell 2-port Valve

Hi everyone, hoping someone can help.

I have 3 Honeywell 2-port valves, the one that controls the downstairs is stuck in the open position, the manual lever is loose (so loose it won’t even clip into the manual latch). The unit is making a buzzing noise too.

I suspect the motor has gone.

Just confusing that the lever is completely loose.

Would you recommend replacing the motor or the whole unit?

It depends if the cogs have gone under the motor and valve body.

Not really, the motor has seized in the fully made position, very common
