Honeywell ST699 Programmer

I have just purchased another ST699 as I thought there was a back up battery problem. AI installed the new faceplate and left the wall backplate as is. Problem still exists...when we experience a power outage and when the power is restored, the programmer defaults back to the "built-in"programme and not our personnel program. Is this something we have to live with or are we missing something?
