put new honeywell y plan kit , three port , room stat , programmer , cyl stat , 10 conector block wiring centre

have problem when on heating only rads are piping hot ( good )

switch of ch put on hw and it works fine also

put both on programmer ch + hw water heats but rads cool off ?

what could be the problem ?

double check wiring to plan and is exact ?

What size system is it?

Is there a balancing valve on the cylinder return?

Have you balanced the system as a whole?

Is there an issue with leaving it with "hot water priority"?

System is 60 size

All been balanced

No issue with hot water

No balance valve

Got me stumped

Do u think dodgy cyl stat ?

I would suggest it is a balancing issue. When the HW port is open at the same time as the CH port, the CH circuit has a resistance such that the water finds it easier to go through the HW side rather than the radiators.
When CH only is used, the water has no other route (unless bypass valve is also fitted).
I think you have to either reduce the resistance on the heating side or increase the resistance on the hot water side.
Opening all the lockshield valves a small amount will reduce resistance on CH or fitting a lockshield valve and adjust to restrict flow through coil will make more water go through CH
