Is it acceptable to run the hot and cold feeds to a property from the kitchen to the adjacent garage to the boiler and up to the rest of the house. With regards to freezing. As long as lagged it should be ok?
Lagging does not prevent freezing, it delays it by reducing the rate of cooling of the liquid in the pipe. In most cases the liquid is re-heated before it's temperature drops to freezing point.

I would be sleeving with 22mm copper then lagging the pipes in the garage. Guess there is no real way of lagging through the cavity wall that goes from between the kitchen and the garage.
