Hot taps don't flow until cold is turned on and off

In my house, if I turn on the hot tap, no water comes.
If I leave the hot tap on, and then quickly turn the cold tap on and off, I hear a "thump" from the pipes and the hot tap starts flowing.
This normally fixes it for a few hours, and then the issue comes back.
This issue happens at many of the sinks in the house and also the two showers.

Is your water pumped and the pump pressure sensor is failing?
Turn electric off and try water.
 
I'm not aware of any pump. To be sure, I turned off my whole house electric at the main consumer unit, and was still able to draw hot and cold water.
