Hot water and Central heating on together.

Boiler is Ideal Classic FF360, the timer is a Honeywell ST699 and there is a Drayton MA1 mid position actuator. The actuator is working and moves the valve through all three positions. When Hot water only is selected on the timer, the acuator moves to the mid position, which is wrong. Could the timer be faulty. When Central heating is selected the actuator moves to the central heating only position. When both are selected the actuator moves to the mid position. Is there a way I can check the timer to see if it working correctly.

Have you lived there long?

Has any plumbing work been carried out recently?
 
There are no other symptons that I am aware of. The whole system was installed about 4 years ago and has worked fine until now. I have replaced the motorised valve recently because it was not working. It was a direct replacement for the one that was on there and wired exactly the same.
