Hot Water but central heating not working

I have hot water but no central heating. I have in my airing cupboard a 'Drayton ZA5 zone valve actuator'. When I manually move the switch on the top the heating will come on. Is it likely that over the summer the valve has seized up through lack of use and if I bought a new one would the heating work fine again?
