My daughter has a flat, it is heated by storage rads and HW is by an immersion heater, cold water is from a storage tank at eye level, should the HW cylinder (which is beneath the cold tank)be vented into the cold tank?

Yes, that's the normal way of doing it. In the event of a problem with the cylinder, the vent will allow discharge into the tank and poss overflow to outside.
