Hot Water Cylinder

Currently have a motorised valve run off a room and cylinder thermostats to control water flow to heating & or hot water. When both supplied no water flows to downstairs radiators - when hot tank up to temperature (which can take 1.5hrs !!) and valve goes to heating only, the downstairs radiators start to warm up. Is my pump (grundfoss) knackered ? Should I replace the cylinder with a new one ?

Advice appreciated.

Try balancing the system or timing the water to come on before the heating
