Hot water flow

Does anyone know if my hot water flow should be the same as my cold water? Greenstar 30si combi boiler.
Cold fully open at sink = 9/10 litres min
Hot fully open at sink = 6 litres a min.
 
It should be similar. Has the pressure been measured? Cold water at 9/10 litres per minute, isn’t that great for a 30 kw boiler.

I measured 2 bar from the washing machine connection.
Is it possible for the plate heat exchanger to block on the mains water side?
