Hot water is VERY HOT!!

Since a few days I am finding the hot water to be very hot. Since the wash basins have separate hot and cold taps the hot water feels burning hot. The house is newish build (8 years old). Gas Central Heating is definitely not Combi type. There is a storage tank on the first floor and I was told to control the water temperature from there. I have already reduced the temperature down two times but this has not helped. Could someone please help identify and resolve the problem. I am happy to answer any questions you may have. 2 likely possibilities.

Either the tank thermostat isnt working correctly or the hw valve is passing.

With the HW on and CH off, does the tank thermostat switch the boiler off if you turn it down?

To test the HW valve, let the system cool down. Turn on the heating and leave HW off. Do the pipes to the HW tank get hot?

Out of these possibilities, it is not 1. I just tried it and the hot water tank thermostat is able to start or stop water heating.

How do I test 3?

Assuming you have an immersion, there should be a fused spur with a white flex cable coming out of it going to the cylinder. Turn if off if its on
 
There is a switch next to the Hot Water storage tank with a white cable going into it. I was advised that this switch can be turned ON to heat the water in the storage tank when the boiler is not working. Do you call it immersion? This switch is OFF as I have never turned it ON.

In that case it could be the hot water valve that is playing up. What is the best way to resolve it? If I need to call a plumber what would be a fair price to pay. Also if I have to get the valve replaced how much would a new one cost? Just rough estimates would be great!

I remember 3 years ago there was a problem with our Central Heating, it would only come ON if we switched Hot Water ON. And I think the technician had replaced that same Hot Water valve! That time it was done using the Home Emergency cover so I did not have to pay anything.

NO

Therefore the problem is certainly with the Hot Water valve. However, the water is not getting VERY HOT as it used to, even after 5 hours!

Also if someone could please answer questions from my previous reply that will be great.
