Hot Water Problem - Dodgy Actuator?

This is the 2nd time I've had to type this as the Internet crashed the 1st time.

I'm new to all the Central Heating Stuff.

I have not had hot water for a few days. It has been luke warm.

I have run some experiments to see what the problem might be.

I have a Baxi heating system and a Hot water tank controlled by a Drayton MA1 3 position valve with H, M & W settings (Heating, Mixed and Water I assume).

The CH and HW are set to come on together twice a day on a timer.

When CH and HW are on, the actuator is at H.
When I turn off CH, it stays at H.
When I turn off HW and then turn on HW the switch moves to W.
If I then press CH, it stays at W.

In a nutshell the actuator will only move to H or W (NOT M) dependant on whether HW only or CH only has been selected from a "HW and CH off" initial setting.
HW and CH together cause no change in swicth setting.
Turning HW or CH off from an initial "HW and CH ON" position causes no changes also.

What causes the actuator to change? Is there something controlling the actuator that I need to check other than the Thermostats? (I have checked both the CH and HW thermostats, and both cause the boiler to swicth on or off when turned up or down respectively).

FINALLY - if it is the actuator, how do I change it without flooding the house?
