Yup, looking at this right now. Space in the ‘attic’ is around 20” height and tanks are close together so it’s hard to tell.

Wouldn't that suggest something to do with the HW cylinder, vent or something, restriction, can you post a photo of the vent and HW outlet.
Also check for cold water isolating valve near the cylinder which may be throttled.
