no it cant a vent pipe is a safety pipe and must rise all the way to the hooked end over the tank/outside

yes it can as long as it has a rise, it does not have to be vertical all the way, a slight incline is enough,
no it cant if you know what parallel means haha, over to you
i didnt say it has to be vertical , but that it has to rise all the way, therefore not parallel, although a vertical vent is the best option
