Hotpoint Aquarius df62 not heating sufficiently

Tea stains remain on mugs et al. Used to be OK on Economy (55C) program, so tried Normal (65C), but to no avail. Is there a thermostat that might be the issue? Have had the appliance since January 1998 & have been very happy with it, so I'd like to fix it rather than having a devil I don't know.
 
Does it get hot at the end of cycle. Have you checked top and bottom spray arms for blockage.

Yes it is hot after the Normal program. There do not appear to be any blockages of the spray arms, though I have checked only by manually rotating each (Is there something else to look for?). I thought the problem may be due to the broken spring on the detergent dispenser, but I tried the Finish Quantumatic system with similar results. I am going to try the Quantumatic with the Economy program next.
 
Heater works. The holes in the spray arms should be clear they also should rotate when turned on. Ie set the arms at 12 o'clock and open door after 2 mins to see if they moved.

I made sure the spray arms were clear. However, I suspect that they are not rotating. I set the arms as you said and checked a few times during a full cycle and they both had not moved or only slightly.
