house bricks look damp but dry to touch

Hi guys,

I've first noticed this problem when a toilet overflow caused the front part of the house bricks to darken, it was of course wet/damp due to the overflow.

Its now been a few months but the bricks still look damp but i tested with tissue and could not soak any water at all. THe bricks are yellow but have darken.

So i now think its staining the brick, is this an issue or is there something I can do to remove this darkened bricks without taking the bricks apart?

On the side of my house (end terrace) I have the same problem but this caused by rain water overflowing from the gutter.

Please can someone advise, other people's houses nearby doesnt seem to have this, Is there a way to clean it off?
