How can I ventilate this flat roof (Ed.)

Hi, how can I vent this roof? I have to vent via the top row of bricks, directly behind is the fascia board. Am I ok to remove one brick and fit a louvered vent into the fascia board itself, maybe with a hood over the vent?
 
Is this a flat roofed garage?

Do you plan to insulate above the ceiling?

Those pipes should be insulated too.

Take a picture of the outside.
 
Yes, flat roofed garage with a separate utility room and storeroom. Yes, I need to insulate the roof which will go inside the rafters to leave a 50mm gap at the top for airflow.

Cold roof ?...(sigh). Each joist run requires ventilation, at both ends of the run. It's such a thankless task, most roofers would run a mile or just suggest converting to a warm deck.
 
Yes, warm deck not an option unfortunately, Bungalow roof only inches above
