There is an exposed waste pipe (where a toilet used to stand) it is at floor height, and it is covered by a concrete slab at the moment and it has clear water in it at present.

I've searched everywhere for the correct way to seal this but can not find any help anywhere.

Can any one advise me what is needed to do this job and is it something i could do myself?

Thanks in advance

It's not a particularly good idea to just cap the end of an unused branch, but if you don't have a choice then I would use one of these:

Depending on the thing you have to connect to you might need some jiggery-pokery to adapt one to t'other. If you can post a picture then I (or anyone else who feels like it) can advise you more specifically.
