How do I dry a damp, smelly concrete floor (for laminate)?

Hi all,

I'd really appreciate any advice on this one. We've just moved into our first house where unfortunately, the previous owner seemed to allow his dogs to use the hallway as a urinal. There is a distinct, uninviting odour along with big stains across the carpet, so we've pulled it up to reveal a concrete floor with clear, large areas of damp; he had no underlay under the carpet.

We're going to lay a laminate floor (alresdy bought) and intend to use a damproof membrane (not bought yet), then a 5mm fibre board underlay (already bought).

Any ideas how I can dry the floor and remove the odour? Are there any products on the market to fit the bill? How about kitty litter or a de-humidifier?
