How do i fill this gap in on doors

Hi all,

Just removed the plastic at the bottom of our patio doors and noticed massive gaps left when the windows was fitted years back (See image below). How am I best to fill this in as I plan to put a smaller bit of upvc back down once the new carpet is installed. Do I just fill with cement or something else.

Put gaffa tape on frame to stop scratches and fill with sand and cement. If any glue left after removal of gaffa tape use cream cleaner.
