How do I get this tap handle off!?

I can't figure out how to get this old tap handle off to replace the headgear. PLEASE has anyone ever come across one of these??


There's no slot anywhere to slide a screwdriver into and I've tried pretty hard to unscrew the grippy part of the handle from the smooth bit below it :(

Have you tried unscrewing just the dome piece above the grippy bit?
 
Yes, but pretty half-heartedly. I can't figure out any way to grip it, so guessed that they couldn't possibly have designed it that way?

Any tricks for gripping a smooth flat cap??

With a latex glove fitted on one hand, place the palm over the tap head then press down hard with both hands and turn anti clockwise. If this doe`s not work try levering the dome of with a dinner knife.
 
I've tried reasonable force with no luck. If the grippy bit turns too I can progress to destructive force. Otherwise I'm going to drill a couple of holes in the cap to get a purchase on it.

So does anyone know with a reasonable degree of certainty that it's just the smooth domed cap that comes off?
