Well, here's an update: tried to get a camera down it and yes, it's too tight.
Stuck a camera up an adjacent-ish manhole which starts before this and followed that down to the main sewer (and into it some 10metres). THen we put some dye down the gulley in question and nothing turned up.
So ... it looks like it is indeed a soakaway. Not a definite answer but a likely one.
This means I've got to route the waste to the foul water. I may yet be back with a plan and asking for advice.
BTW, ever need someone to deal with your drains in London, give me a shout. I have a good recommendation.
