How do I turn this valve!?!?

trying to shut off main water to install new sink and vanity. need to use this valve.

Sorry, can't quite make out what I'm looking at. Any chance of a picture taken from a bit further away?
 
Carefully I would say, because I don't think it's a valve :?

Kev may have seen them in Tennessee
 
All a bit of a mystery to me, but I't be inclined to close the blue wheel and use the bit with the soldered stopend to take water from.
 
I already have water running to the area I need. there are just no localized shut offs so I need to shut off at the main water line. Since I can't find any other valves I am assuming the bronze cap with the ridge on it is a valve top but I don't know how to turn it. Otherwise I will have to call a plumber because I am stumped.
 
have you tried putting a screwdriver or similiar through the hole and gently trying to turn it, it looks like a valve to me.
 
Is there nothing on the water meter or on the pipe which feeds it - maybe further down at or below ground level?
 
It turned with a screwdriver in the hole!!

same as this country at a guess, when the valve head is in line with the pipe its on and when across its off, watch this it,ll turn out to be a drain off :wink:
