Turn water off and put an isolation valve a capped cold main in the flat, use a 'ballofix' slotted spherical valve. Then attach a piece of pipe and bend it down so it is pointing to the floor, then turn water on (with ballofix - off).
place a flow gauge under the downward facing pipe and turn ballofix on. the flow gauge will indicate the flowrate.
use a burco cup once youve done what the apprentice told you, you should be looking for a flow of 15 litres plus, anything less consider going on a seperate supply, otherwise your flow will seriously be affected by the guy or girl downstairs.
