For an extractor fan on the ground floor, I need to drill 120mm core hole. The inner wall is thermalite and the hole is not directly under a floor joist, but close. The top of the hole will be 150mm below the joist level. Therefore about 1 block below the joist (and just to one side). I was wondering if there was any rules on drilling core holes in this situation. Thanks.

No specific rules - just the coverall rule that it must be safe. It's unlikely it would cause an issue. The most that would happen is the core might cause a slight weakness that gives rise to cracking in the plaster - which would be irritating more than anything else. Nothing's going to collapse though. Are you coring through existing plaster or is this going to be plastered afterwards? If afterwards just reinforce the rim of the core with some expamet.
