The rules are up to 1.5bar or 12 litres a minute.

London is frequently awful. 2nd and higher floor flats often need an accumulator or break tank & pump. Either of which can be less hassle than replumbing in larger pipe which can make little difference.
Better to say "open pipe flow rate" as that is what is usually used in the industry.
It will depend on street pressure and the flow resistance in the pipe from street to house.
Usually up to about 30 li/min but can exceptionally be a lot higher. The water meter is usually only 22 mm and can be quite restrictive to the flow.
25 mm plastic has a smooth interior and less fittings and will typically give a better flow rate.
32 mm plastic is better still and hardly any more expensive when the supply is installed. That will usually give 30-50 li/min.
