How loosen bracket from perished chrome shower riser

Hi, I'm trying to remove the bottom bracket from my chrome plated shower riser to replace the riser with a fresh rail, however the bottom bracket is stuck around the perished plate. Can you help with advice on how to loosen it?

Tried so far -
WD40 around top / bottom, leaving an hour, gentle persuasion with a hammer (protected)
Soaking in white vinegar - ongoing

A long handled pair of water pump pliers (300mm) will give extra leverage, but it is possible that the two parts are so corroded that they have rusted together

Thanks - that worked! Replacement riser fitted for a fiver instead of new rail for £70. Cheers!
