I am building an under the stairs cupboard, how thick MDF panel should I use 12 mm or 18 mm?

depends on what you are doing anything over 3ft span will require to be supported at some point by a connection to a shelve 'wall' baton or other structural member
for example if you have shelves from the back wall under the stairs to the side at say 2ft and 4 ft will be very strong in 12mm mdf without a frame

It will be a triangular panel 150 cm high and 160 cm long. The cupboard will not have any shelves. It will be an empty space with only a hanging clothes rail. I was thinking to use a thick enough panel so I do not have to use any frame just metal brackets to support the panel from the staircase and the floor. What if I use thicker MDF panel of 25 mm?

I would use 18mm and an oval rail as it's stronger than the round type.
