What shape are they? Round bars or flat on the underside?
 
Matt & Claire - contact adhesive (use the thixotropic type {like jelly} 'cos it's very easy to apply & not the liquid type which'll dribble everywhere). Apply a smear on the steels and position on the worktop whilst the glue is still wet, this has the effect of 'printing' some glue onto the worktop, immediately lift the steels off and set aside until the glue is touch-dry. When ready position the steels on the w/t and apply pressure - they'll bond straight-away (although allow a bit of re-positioning before 'grabbing'). You could use clear silicone but, unless you are careful, it can be difficult to clean-up excess.

Timebond (made by Evo-stik) comes in small cans, you can even get it in tubes if you just need a small amount.
