You can't unless you want to download a browser plugin to do it which is a lot more hassle than its worth.

Of course you can change your own wallpaper. Just click on the button that says "Update cover photo"

Cover photo is not wall paper

Changing a cover photo is as easy as changing or uploading pictures the assumption is the question is not asking that, but the actual background (wallpaper) that surrounds everything. Like a desktop wallpaper.
