How to deal with old cables coming through exterior wall

We have some cables coming into the house which may no longer be needed but I don't know whether they might be useful in the future to either my mum or someone she might conceivably sell the house too? One cable might be an old telephone line and a separate pair of cables might be an old telephone line and a coaxial cable for cable TV and Internet. Should I leave the cables alone or test them in some way to determine a way forward? The lower pair of cables is a very slight source of cold air but otherwise the only problem they cause is an eyesore.

Any decent installer would fit new cables and why put up with a mess because a future purchaser might want to use it in x years time?

A blob of silicone or cement to fill outside and filler inside
